Dear Barry,
Two weeks ago there was a poorly advertised public meeting at Village Hall regarding the intent of Nassau PD and OEM to put microwave satellite receivers and ‘sticks’ (antennas) on the top of our water tower. There is considerable concern about having these structures on top of our water supply and in addition, this is very close to the primary school.
The village will be making a decision on this, it is not a done deal, therefor I think it’s important that it be made as public as possible. Due to a chain of phone calls started by me and some of my friends, we had a turn out of about 15-20 concerned citizens at the meeting, but there must be more people who are against having these structures on our water tower.
Mayor Siegel said there will be another meeting, and it will be advertised in the December village newsletter.

I am so happy to finally have a place to find out what is really going on in BAyville since it is so difficult to get info in this town, The people running it still think neighbors talk to each other while out mowing and gossip is still heard at the coffee clutches held everyday at someones home. Goes to show you we need some NEW generation leaders running this town - life has changed a lot since the 60"s - HELLO!
I am glad to see someone else heard and is concerned about the cell towers that were put up and may be put up.
I did see this notice about the mtg in the leader but was unable to attend, but I did inform other residents and was disappointed to see that they were not as concerned as I was. This is not the first time either. I have been talking to residents for a few years since I noticed those thing went up overnight and nobody seemed too concerned, even when I pointed out how close they were to the school. I don't have kids in the primary any more but if I did you would have heard about it! I can't believe all the parents there are not up in arms about this! There have been 1 too many cases of childhood cancers in 1 small town. I don't think people who live here are interested. There needs to be more outspoken activism here and not for petty things either it has to be important. I think all these issues on this forum are very good ones I have thought about them all. We need to get on the most important ones first, ie: cell towers and sewage runoff and bad water these are health issues that concern everyone. Shore road is important because we would all love to have a nice place to walk and ride a bike. The ride between bayville and OB is the most beautiful view and we only get to see it from our cars as we drive by, polluting the air with car fumes! open space is a big deal we must stop building new homes there are too many as it is Let's work on improving what we have! I think this blog is a great start for us let's all get involved! But it has to be in numbers otherwise we just sound like a bunch of nutty activists people who just want to start trouble in this town! NO, we don't like the way it is there is room for improvement! Our population is changing here and we need to evolve along with it.

Here are the facts from the Village Hall meeting regarding the addition of 2 microwave directional antenae and 6 "stick" Antenae. All of the following info was obtained from the experts at the meeting. Sorry for the long winded blog, but there is no easy way to explain everything.
A brief summary of whats being proposed: Nassau County PD is trying to install 24 of these systems throughout LI. In the case of Bayville, the proposed site is the top of the water tower. They need to install 2 Microwave directional dishes, and Six 23 foot stick antenaes. The idea is that the microvave dishes will communicate with other dishes that are part of the grid, in other towns/villages. The stick antenae will transmit/recieve local radio traffic for Police & Fire services.
FACT#1: The rep from the microwave dish installer stated that the dishes will transmit at 1 watt. (keep that number in your head).
FACT#2: The village water district consultant asked if that poses any danger to people working on the tower. The dish rep stated that exposure time needs to be kept under 15 minutes at 1 watt, according to OSHA.
FACT#3: According the Motorola rep, Four of the Stick antenae will transmit at 100 watts at 500mhz. When I asked what will hit the school, the motorola rep stated about 1 watt. (sound familiar?) By the way, according to the dish rep, 500mghz frequencies do penatrate skin.
I am not a Radio/Microwave expert by any means, all of this info was obtained at the recent village meeting. If what was said by the motorola rep is correct, then this whole idea sounds bad. 1 watt for more than 15 minutes is bad for the grown adult working on the tower. 1 watt for 8 HOURS a day hitting the school is OK? Oh, and don't forget to multiple by FOUR, because there are four 100watt transmitting stick antenaes proposed. So really its 4 watts hitting our little 40-70 pound children for 8 hours, 5 days a week.
I am not saying that the system should not be installed. I am a volunteer firefighter for over 15 years. Radio communications in the area can be terrible. Police and Fire personel need to communicate, and as the NCPD rep stated the existing system is 20 years old.
But, there must be a better, safer, place to install these transmitters. There are already an alarming number of cell antenea on the tower. We don't even know what is already hitting our water supply and our precious children. At the very least, an independant analsys/survey should be done before anything else is installed.

CORRECTION: The proposed stick antenae are 17 feet, not 23 feet. The "Dish Rep" I mentioned is Tom Courtney from the Harris Corporation.

Dear BR, Not only was I listening but bravo to you for speaking out. I agree with all parts of your letter and we need to pass this along to other Bayville community emails. Anything anyone can do to get the word out to protect, beautify and keep Bayville the safe and lovely place to live and enjoy is our responsiblity. We don't need any more kitchen table politicians, we need concerned citizens of Bayville such as you kept abreast of what we can do not think about. I am very happy to have received this blog. As far as the 11/28 meeting...very little discussed for this issue. I asked a few questions. The NCPD, Harris Corp & Motorola reps will be at the Dec 18 meeting. Please attend! We did find out that the NCPD grant expires on 12/31/06. Our Mayor has stated that there is no scheduled yes or no vote for the 18th. I understand that NCPD is awaiting an answer though.

Chris, would you be ok with allowing me to use what you've written above in flier i want to have on hand to see if i can give out at the preschool? and i have one business owner in town who is willing to put fliers on her counter to make people aware of this issue and the meeting.
another option is that if someone can't attend the meeting suggest they write a simple note to the Mayor and Trustees expressing their disapproval of this issue and give it to someone who IS attnding to hand to them. or send it certified mail to Village Hall.

I don't know who you are referring to as "kitchen table politicians" but I can tell you I am sitting at MY kitchen table using this blog, my email contacts and any other method i can think of to get this issue in front of as many bayvillian's as possible. If that's kitchen table politicking, I'm guilty!

It is so important that people actually attend the December 18th meeting. The more bodies in that meeting room, the clearer the message will be for our elected officials. They need to hear from us. Even if you do not have children in the schools which are in very close proximity to the existing towers and proposed cell towers, please attend.
Attend the meeting for gathering specific information realted to this project. December 18th, Village Hall 7:30.

I have read every local newspaper and also checked our info boards for postings on the Bayville corner of Ludlam and Bayville Avenue and there is absolutely no notices mentioning the water tower meetings or even info on what is going on. Am I missing something here or am I reading into something that doesn't exist.
How do we get the word out to residents for this very important message? It's as important as being called that a storm is approaching. Maybe this same phone method should be used......HELP!

The first meeting, was held in Novemeber. A friend saw it at the dry cleaner in town, we called a bunch of people last minute and got about 17 people to attend.
A person at that meeting requested that the next meeting be more publicly noticable...not just the keosks and public notice section of the Leader.
Mayor Siegel took that suggestion under advisement and has told us that she has put the next meeting's date in the quarterly Bayville Record sent out by the Village. I assume we will be receiving that soon.
As to notifying people in addition, continue to tell people about it, email them reminders and call friends and family.
People, by nature want to be involved but then life happens and meetings like this are poorly attended because it is a hectic time of year. Please pass the word along, we need peole to show up.

The Village Newsletter came in my mail today...the notice for the Dec. 18 meeting is on the front fold, right near the address.
PLEASE bring this up to anyone and everyone you come in contact with, we do need a lot of people at the meeting voicing their disapproval of this project.

Just a few more things I have noticed since getting involved with this. If this is off the mark of this discussion, forgive me. But I think it should be considered when discussing adding more equipment....
Anyone else notice Mill Necks water tower? Not one single antennae, stick, or dish is installed on it. (at least what is visible from the Creek side)
Next time your on Berry Hill Rd in OB, take a look at the Water tower... there is only 3 Cell antennae clusters. And notice the location of them on the tower. They are under the water tank on the column.
In your travels, please pay attention to other water towers and put your blog in. As I visit customers in the nassau suffolk areas,I am actively trying to find another water tower that compares to Bayville's, as far as the amount of radio/cell equipment. Our tower has even run out of room apparently...so now we have a "temporary" trailer to house more equipment and antennae.

I did not receive my Village Newsletter. Who will be speaking at this meeting? Will their be facts presented by both sides? Will there be a vote taken? The BOE is entertaining the idea of allowing the LV Water Dept submerge a new water tank on school grounds. Does LV not want to share water with Bayville any longer? Has anyone spoken to the school district or the teachers union?

Hi Neighborhood guy,
Someone, working on this cause notified a BOE memeber and cc'd the others. LV water normally does not "share" their water with us, unless there is something wrong with our water or our tank needs repair. In those cases we switch over to LV water. I do not know which water we are on at present date.
Bayville had non-chlorinated water prior to the last water quality issue in October. We have a Water Dept. and a head of water dept. We also have an outsourced engineer who judging from his role at the last meeting and the last water problem in Bayville, speaks for the water dept. at public meetings, fields questions from the public during the water contamination in October and such.
At the last meeting the Nassau Police presented a mediocre presentation/plan to the Bayville Village board and all citizens in the audience.
According to Mayor Siegel this next meeting will not yield a vote. The Nassau Police will again present their case.
The Meeting is December 18th, 7:30 Village Hall, please attend.

As a parent of 3 children living here, I have seen very little publication in regards to the tower situation. In fact, a concerned mom just approached me on 12/11 to educate me on what's happening. Did'nt know anything about this. Please note, as much as I would like to attend the 12/18 meeting, I need to go to my child's winter concert at LVMS, as do most parents of middle school children. I look forward to obtaining minutes or info on this site to see what happened. I am totally against this and hope to be heard.
