Residents of Locust Avenue Meeting
Residents of Locust Avenue are meeting Tuesday, October 30th, 7:30 pm, at the Village Community Center to discuss what to do about the poor condition of Locust Avenue. Many residents are still angry over the handwritten notices containing spelling errors that were received by all 23 home owners ordering the repair of the road.
The first 90 feet of Locust is paved and was torn up years ago by the paving company that paved Godfrey Avenue. The Mayor, at the last Village meeting on October 22nd, has given tacit approval to having the town pay for the repaving of this black top portion of Locust. Residents probably will get together to get Locust Avenue graded. This would include grading and adding recycled concrete and/or crushed stone.
The mayor told us not to do too much because the Village and state DEC still are fighting over where to place the storm outlets for the Valentine Beach project.
Locust avenue residents have indicated to the mayor that abutting and local streets are also contributing to the rain run off problem on Locust. Murray and Oak Streets flood directly onto Locust Avenue and Private Road contributes considerable run off to the catch basins on Mountain Avenue.

I have to correct an erroneous statement in my last posting. At the October monthly meeting the mayor indicated that the village would help the water runoff situation by having the village engineer look into installing an asphalt berm at the top of the road to guide water into the Mountain Avenue catch basins instead of down Locust Avenue.
Attending the meeting was Village Trustee Doug Watson who was very well informed and helpful. He said he would have the village engineer look at the road and issue a memo. He also said that getting everyone on the street to agree to take part in a grading effort would be much easier and faster than going through the petition process that requires public hearings.
After discussing all the areas where runoff is a problem the consensus of the residents was that the road should be graded and a covered with stone or other materials. It was also decided that home owners on Murray Street would also be asked to take part because a lot of the run off on Locust comes from Murray because the street slopes down from Godfrey Avenue. Several residents will approach the home owners not in attendance and we are awaiting bids. A second meeting is planned but no date has been set.
A big unknown to the residents doing an upgrade is the uncertainty of the Valentine Beach project. Residents are worried that after spending to upgrade the road, contractors will come in and destroy the road. Questions were asked about how long it would take for the project to move forward and just what the impact would be on all the streets that are included in the project. As of now the Village is awaiting feedback from the state DEC. Trustee Watson was emphatic that it would go forward; just when is the unknown in the equation.

My previous post needs correction. The mayor did not say she would repave the existing blacktop on Locust Avenue. She said that the village would send their engineer to see what the village could do to repair the village owned part of the road which is the first six feet off Mountain Avenue.
On Election Day an engineer from H2M, working for the village, visited Locust Avenue and walked part of the street with several residents. He will file a report to the mayor. Residents are still trying to get every home owner on the street to agree to a temporary repair until such time as the Valentine Beach Project begins. The engineer told us that the project delay is due to the state DEC not issuing permits. One major issue is location of an outflow pipe along Valentine Beach.

First of all the Village is responsible for the first six feet of pavement.

Meanwhile residents have been taking matters into their own hands by getting loads of dirt or gravel dumped onto the road in front of their homes.
It seems that the 54% of the residents who want to do something will have to go through the legal petition process and working by consensus seems to have falied.

The original posting has an erroneous comment. The Mayor never said that the Village would help repave the blacktop portion of Locust Avenue. She said she would have the town look into the situation.
At the meeting of residents of Locust Avenue, attended by Trustee Doug Watson, there was much discussion and general agreement that something had to be done. A major concern was that the residents would spend money on repairs only to have the repair destroyed by the Valentine Beach project which is still in the planning stage. It was agreed that more bids for repair would be obtained and that the cost should be about $400 a resident. Trustee Watson also said he would have the village engineer examine the problem.
An engineer working for the village visited Locust Avenue on Election Day. Drainage problems on Mountain Avenue were pointed out and the engineer examined part of Locust Avenue. He said that he would send a report to the village. As of the middle of December this report was not available.
In the time since the meeting several residents have made temporary repairs to the road in front of their homes.

as a homeowner on murray st. i would hope that locust ave would pave the entire st. ,this would decrease the amont of traffic on murray st dramatically since right now murray is the best navigable rt. to pavement and while we're at it lets pave murray too i'll kick in my fair share thanks and merry Christmas to all

You've got to be kidding km. The people from Godfrey, Murray, Locust, Tides Court, and Carr Place use East Slope Road as a cut through to Bayville Ave. None of them contributed to our fund to repave. We made a nice cut through for you folks didn't we?
Including the guy with the White Jeep SUV that speeds down East Slope every day. I'd like to see the day when the people on Godfrey which is paved by the village contribute to East Slope.
By the way East Slope has a village placed sign that says 10 MPH

Most people from Godfrey, Murry St. Tides Court, Carr Place and Shore Drive use East Slope Rd. As a short cut to Bayville Ave. None of them contributed to the paving of East Slope Rd. East Slope is like a speed way for a white jeep wagon and some others. Slow down please and chip in.

It was planned to invite Murray Street residents if they wished to have their street graded if and when Locust Avenue was done.
The plan was for grading and stone work - not paving.
Murray Street is included in the Valentine's Beach project. I believe catch basins are planned at the corner of Locust and Murray and one in the Middle of Murray.
I doubt thay any grading or repair to Locust Avenue is going to happen any time soon. My concern is that because so much of Locust is eroded away, a bad storm might expose either the water or gas main since they are now too close to the surface of what's left of the road.
As for East Slope, the residents should be commended for the repaving. Unfortunately it invites speeders. I personally avoid it. I've had too many close calls with speeders.

concerned you obviously did'nt understand my comment i was only referring to locust ave traffic and the people who don't want to try and navigate the mine field at the top of their street. when east slope was repaving no one contacted murray st homeowners about including Murray in the repaving plans if you had i would have gladly contributed my fair share if thats what people wanted to do. thanks km P.S. It was our intention to invite the residents of Murray Street to join us in having the road regraded with new stone. we never talked about asphalt paving. I sadly have to say that there has been no movement because several residents have backed out of the proposal.
Murray Street is included in the Valentine Beach project and is scheduled to receive catch basins. A map showing proposed locations is available at village hall.
One concern some Locust Avenue residents have is that, because the road has lost so much material, a good storm could expose gas or water mains which are too close to the road surface because of all the erosion.
The folks on East Sope should be commended for the paving. Unfortunately many locals speed along and make driving unsafe.
Speeding in the village is a separate issue. I once saw a Village pickup truck racing along Mountain Avenue near the school at 8 am. A letter to the mayor about this went unanswered. The speed limit at that time is 15 mph but you wouldn't know it.

i live on locust-- i was unable to attend the meeting. i am willing to do whatever the majority wants...the communication btwn locust ave residents is obviously lacking. i haven't backed out of anything. as far as the murray st goes, i rarely cut through it. i do, however, use wansor st. i think that someone needs to spearhead the whole paving/fixing project, but everybody is already pushed to their max with work, etc. i am not sure what the solution is, but arguing and complaining on the blog will most certainly not resolve the issue. the whole thing with us getting the letter is complete b.s., too. how can the village expect us to rectify the situation without some guidance? many of us living on locust are new to bayville or first time home owners. i find it frustrating that locust ave is in such shambles. it's embarrassing and super annoying.

I am not trying to be negative with my postings. There is definitely a lack of communication among the residents of Locust Avenue. The holidays and rotten weather have put the road on the back burner. Hopefully, there will be some movement as the winter winds down.
A visual examination of the road after the last storm shows just how much damage the village plowing did to the road. A couple of more storms will add to that. This is not the fault of the plow operator. The road is in bad shape and the plowing worsens it.
Two residents have chosen to effect some temporary repairs. It obvious that if there is going to be any movement on resurfacing Locust Avenue, it will come by way of the official process - submitting a petition to the village trustees, holding hearings and getting the village's approval. At last count we had 54% of the residents agreeable to signing the petition. That is all the statute requires.
I too feel that the road is an embarassment and it is definitely a detriment to property values. Maybe the state DEC will soon come to some decision about the Valentine Beach project. I think that would definitely get the residnets to come to some kind of agreement.

The engineer from H2M has filed his report to the Village and the Village has decided to take the following steps to help with water runoff.
1. A new catch basin will be added to the east side of Mountain Avenue 120 feet north of the existing basin (across from the school).
2. The new basin and the exisitng one will have high capacity drainage grates installed. Currently, in a heavy rain, water flows over the one grate that is across from the school. The existing grate cannot handle the volume of water.
3. The Village will repave the intersection of Mountain and Locust Avenues to create a continuous burm at the top of Locust Avenue to further stop runoff from Mountain Avenue.
H2M engineering will be providing detailed sketches to the Village within two weeks and the Village will then solicit bids.
The rest is up to the residents.
