West Shore Road Project
I've seen some pre-contruction activity on West Shore Road recently. According to the article below it seems as if this project has been delayed as it should have reached completion by the end of 2009. The article states that the repairs will be to the wall only? Anyone know the scope of the project? Will the new road finally be inclusive of a bike path?
Below is an article that was recently mailed to me that had appeared in the Oyster Bay Enterprise Pilot back in May 2009. It is written by D.F. Karppi Monday, 18 May 2009
Ray Ribiero, Nassau County Department of Public Works commissioner, returned a phone call requesting information, saying he currently does not have a crew working on West Shore Road.
Local residents have seen stakes being put into the ground in the West Shore Road area, and a county source said what is currently happening is that the contractors are surveying the area, and the team is still working on a plan for the renovation of the road.
There have been issues with the public involved in restoring the road including: intruding into the wetland; the raising of the road - in the area between the railroad bridge and Cleft Road to prevent flooding. A bike path was proposed for the area along the water.
Bayville Mayor Victoria Siegel has long been in favor of the road repair for the safety of residents of the incorporated village. In case of an emergency – such as flooding – West Shore Road is one of two ways to get into Bayville.
Dave Relyea, owner of Frank M. Flower & Sons, Inc. said, “We’ve heard rumors that an attempt is again being made to repair West Shore Road. As before, Frank M. Flower is concerned with the drainage and the effect of a new sea wall on Oyster Bay Harbor.”
According to the Nassau County 2009-2012 Capital Improvement Plan the current status of the West Shore Road is: “Currently designing improvement to seawall only, not the road. Design is 80 percent complete. Plans were reviewed by representatives of U.S. Fish and Wildlife, who have jurisdiction over the Oyster Bay National Wildlife Refuge. Their initial response was negative regarding gabions on the refuge. We intend to discuss the issue with that agency further, and take appropriate actions.”
The project was originally described as: “West Shore Road extends along the west shore of Oyster Bay harbor for two miles from Oyster Bay to Bayville. The existing two-lane road was built 50 years ago. Portions of an adjacent wall are 40 years old and parts of the old wall have collapsed. It is a prime access route between Oyster Bay, Mill Neck and Bayville.
“This project is for the discrete rehabilitation or reconstruction of sections of this roadway and sea wall. Several alternatives for this improvement have met with community opposition, however at this time, consensus has been developed with the elected officials on a conceptual plan to move this project forward. Detailed design development will occur through 2004-2005 for a proposed construction in 2006-2007.”
According to the documentation for plan 6179A, West Shore Road, Mill Neck, the design work should finish on Feb. 15, 2009. Construction should start on March 8, 2009 and be finished by Dec. 30, 2009.

The Long Island Rail Road (LIRR) will be replacing their Shore Road Bridge which spans over West Shore Road in Oyster Bay/ Mill Neck. The Bridge will is scheduled to be replaced on the weekend of November 14-15, 2009
Beginning September 21st work associated with the replacement of the bridge will result in sporadic daytime single lane closures of West Shore Road with full closure the weekend of the Bridge replacement.

The present LIRR girder bridge is 99 years old. I wonder how long the new one will last?

Well, like the old saying goes.."They don't make things the way they used to". Not to be the voice of negativity, but I guarantee the new bridge doesn't last anywhere close to 99 years. Everything is now cheap labor and cheap materials. Keep the costs down so the higher-ups get their share.
My only concern is that the bridge will be raised higher than the 10'1' that is allotted for commercial vehicles. If so, us Bayvillites are looking at a major headache due to over sized trucks being allowed in that way. Does anyone know if they are keeping the height at 10'1'?

Patriot, I wonder why you think a higher bridge would be such a major headache? As it is now, the only over sized trucks coming in are the ones making deliveries to homes and businesses in Bayville. Coming through Bayville isn't a short cut to anywhere, so I can't see how a higher bridge would cause much of an increase in traffic. Off the top of my head, it seems like maybe the truck traffic going to CI would now go via West Shore Road and onto West Harbor Drive....as opposed to now they have to come through LV and all the way down Bayville Ave. seems like not much of a difference to me?

I don't know about you, but I wouldn't be a fan of sitting behing an 18 wheeler from bridge to bridge. It's bad enough I have to contend with the "where's the beef" lady on a daily basis.....

How many times have you had to wait while some truck driver didn't see the 10'1" sign by the Mill Pond and was forced to turn around?

There was an article about the replacement in the OB Enterprise Pilot. The bridge will gain about an inch of clearance - not enough for big trucks. Raising it any higher would mean raising the tracks which would be very expensive.

That bridge has particular memories for me. When we moved here in 2002 (yes, Lisa, I'm a newcomer) the removal truck we hired was clearly numerically-challenged as he barrelled full-bore into the bridge with a 13' truck. I'd given him directions, too, so he can't have read those either. I've been picking bits of trailer-aluminum out of my clothing and belongings ever since...
But that's just one more reason why the bridge needs a workover. Heck, you can almost count the trucks that have hit it, looking at the thing.

They are supposedly "reworking/paving" the roadway as well. Anyone hear anything about a bike path? This is a major safety issue. From what I have heard the residents of Mill Neck are not allowing due to aesthetics and not wanting that type of “traffic” near their homes? Is it true the residents along that road have also encroached upon the roadway and the county is having a hard time widening as it should be by code? Maybe someone knows the answers to these questions?

I am thankful that the judge sided with the Village on this one, although THOUSANDS of taxpayers dollars were wasted on a vindictive lawsuit. I hope that now the BS will stop.

Isn't there a way to force the Marchands to reimburse the Village's legal expenses for having to spend our taxdollars to defend against these frivolous lawsuits?

I'm sorry to say, Vicki is definitely not running next spring. You can thank the nastiness of the last campaign for that, Vicki swore she wouldn't put her family through that again, and she is a woman of her word. I can't imagine that Marchand would be stupid enough to spend money to run again after her stunning defeat last time and another loss on a lawsuit, but some egos know no bounds. I'm sure the TIP party will put up a good candidate.

I thought I would let you know that you do not have to waste your time slandering me on this blog. After the slander MY family endured last election and has endured since the election I would never again. Vicki Siegel knows this since I called a meeting with her last Fall (08')to tell her my intentions.
So, for anyone else who dares to run for office in this Village I give you my respect and I wish you luck. With people like Lisa and this Blog, NO ONE who does not have the approval from the powers that be , the TIP party, in this Village will ever win or get a fair shake at running.
Why don't you stop writing about other people and issuse you obviously are not int eh "KNOW" about.

Mrs. Marchand, please set the record straight . Is your lawsuit about trying to eliminate through traffic by Valentines Beach ? If so why? How many times have you brought this suit to court ? Now that it seems you've lost will you give up this litigation against the village that costs all of us who pay taxes money ?

I find it hysterical that you blame this blog, (which was decidedly anti-Vicki in the beginning), for not giving anyone a fair shake at running.
Neither I, nor this blog, could convince 2/3 of WE THE PEOPLE, not to vote for someone. Perhaps your obsession with suing the Village and wasting your fellow taxpayer's dollars had something to do with your less than glowing political popularity, ya think?
(And just a side-note, it isn't slander if it's the truth)
