Village of Bayville Board of Trustees Meeting 12/12/2011
Open conversation following the Regular Public Meeting of the Village of Bayville Board of Trustees.

The meeting opened with the Boards business motions to accept the warrants and claims as presented, and to pass the prior meetings resolutions as accepted.
Environmental Conversation Committee (ECC):
A recommendation was accepted for an appointment to the Village of Bayville's Environmental Conservation Commission. Ms. Beth Bates, a 4th grade teacher from Bayville Intermediate School, was recommended to serve on the committee, which works on environmental projects such as removing invasive species from woodlands in the Harrison Williams Woods, preservation of trees, removing invasive vines.
Creek Beach dock removal:
Electrical contractor work will be required and will consist of disassembly of electric systems before hauling, and more extensive reassembly of electric systems in the Spring. Best price bid was Anchor Electric: $1850 for Fall work, and $6765 for Spring work. Mayor Watson explained that over the past two years, the docks were left in the water with a bubble system to prevent icing damage. However, now the docks are in need of maintenance. Money for this work will come from reduced security budget items this season in the boating budget and not the general fund.
Additionally, Bridge Marina will be hired to remove the docks at a cost of $4200, and put the docks back in after the winter and reassemble the layout at a cost of $4200.
Winter Ice Rink guards:
Hiring of winter ice rink guards is necessary for rink operation, and the temporary rink schedule is intermittent and dependent upon freezing conditions of 5 consecutive days. The list of high school and college age student names was read, CPR certification required, and a pay rate of $10 per hour. Two board members with children on the list for the jobs abstained from the vote to hire ice rink guards.
Presentation by Tobacco Action Coalition:
Carol Meschkow of the Tobacco Action Coalition presented to the Village Board and residents on the dangers of second-hand smoke and the efforts in townships in Nassau County where no-smoking areas were designated at area offices and parks. The Coalition addresses protection of children as targets by tobacco companies, and to promote smoking cessesation. Ms. Meschkow wants Bayville to join other villages and municipal peers in considering no-smoking legislation. Their web site illustrates such legislation.
Mayor Watson added that current Nassau County laws include Village municipal buildings in no-smoking rules. The Board will look at the plans and consider Bayville public beaches.
Bayville Beautification Committee:
Mayor Watson thanked the Bayville Beautification committee for winter and holiday decorations throughout the Village and at street entrances. Additionally, Trustee Rupp extended a second thanks to the Bayville Beautification Committee and their past weekends of volunteer time and personal expenditures on some materials.
Ludlam Avenue Street-scape Project question:
A resident questioned why weren't all the sidewalks included in the reconstruction, as in other similar projects in nearby towns? It was discussed that not all sidewalks required replacement, and that some additional distressed sidewalks were recently included in the plan. Pressure washing and brick pointing on existing sidewalks can be included.
The Board then proceeded to meet in Executive Session for personnel matters.

I certainly hope that the Bayville Board will reject any motion to ban smoking at Bayville Beaches. Give these tobacco nazi's an inch and next thing you know they'll be trying to regulate what you do in your home and your car.
Our beaches are part of our home here in Bayville. If you are a smoker as I am, be considerate and sit downwind of children or anyone who complains of smoke allergies. Pick up your butts before you leave the beach. But NO NEW LAWS TO BAN SMOKING OUTDOORS!
Tobacco is legal. Stop trying to criminalize smokers based on left-wing junk science.

Bayville vote planned to allow exceeding tax cap

The Bayville Village Board will hold a hearing Monday night on a local law that will allow it to exceed the state’s 2 percent cap on property tax levy increases, if necessary, in its 2012 budget.
“It’s a tool,” Mayor Doug Watson said. “It doesn’t mean you have to use it or that we’re looking to exceed 2 percent.” Watson added that “when the two houses of the legislature and the governor passed this law, they gave us this tool that we can vote to override it. So we have to adopt it by resolution.”
He said the New York Conference of Mayors has encouraged municipalities to pass the exemption “just to have it at the ready. The State Legislature’s not going to come down and help us out of a jam.”

The village is just starting to put together its budget and will present a preliminary document before a public hearing and then adopt the final budget in April. The hearing is at Village Hall at 34 School St. at 7:45 p.m.

I think the next meeting is tonight at 7:30, at least according to the info posted above from the last meeting.
Something has to be done about the condition of Bayville Avenue. Will they address it at the meeting tonight? There have been plenty of roads repaved in Locust Valley, Oyster Bay and Glen Cove. We have one main road in Bayville and it's in terrible condition especially near St. Gertrude's.
Since there's all the new roadwork at Bayville Ave. and Ludlam Ave., why can't they repair the rest of Bayville Ave., especially where it's really bad?

I guess the town or the county. I'm pretty sure it's not a village road. Does anyone know who is responsible for Bayville Avenue?
